Digital Government Strategy 2026-2030
Context and strategic continuity
The "Digital Government Strategy 2026-2030", developed jointly by the Ministry for Digitalisation and the Government IT Centre (CTIE) was adopted by the Government Council on 17th of December 2025. The strategy marks a new stage in Luxembourg's digital transformation. It is a continuation of the "Electronic Governance Strategy 2021-2025", which focused on the objectives of achieving a more digital administration and high-quality public services by introducing key principles such as Once Only, Digital by Default, interoperability, standardization, openness and transparency.
Collaborative and interministerial development
The development of the "Digital Government Strategy 2026-2030" was based on a collaborative process involving all ministries, using a whole-of-government approach. This participatory approach made it possible to gather the specific needs and expectations of each ministry, promoting collective appropriation and a shared vision.
Alignment with national policies
The strategy also ties in with national strategies and policies currently being implemented in the areas of data, artificial intelligence and emerging technologies, talent and digital inclusion, in order to ensure consistency and harmonisation with ongoing initiatives.
Guiding principles of Digital Government 2026–2030
The strategy is based on strong guiding principles that will lead the digital transformation of the public sector:
Collaboration, skills and talents
Enhance the digital skills of state employes and build on existing expertise.
Digital by Default
Ensure online access to all public services.
Sustainability and efficiency
Reduce the technology debt and adopt responsible digital practices.
Reliability, security and sovereignty
Protect critical data, technologies and infrastructure.
Flexibility and adaptability through innovation
Openness, flexibility and innovation – Enable experimentation, collaboration and rapid adaptation to technological developments.
Inclusion and accessibility
Provide fair and accessible access to all citizens.
Once Only, interoperability, standardisation
Reduce administrative burdens by avoiding the repetition of information already provided and ensure smooth communication between public systems.
The guiding principles define the vision of the strategy. To achieve this vision, the strategy is structured around strategic objectives that translate these values into clear guidelines. They aim to strengthen digitalisation, sovereignty, inclusion, sustainability and skills development in order to build a high-performance and resilient digital ecosystem.
The intended objectives
These guidelines are embodied in five strategic objectives, each of which contributes to the digital transformation of the State:
Digitalisation of G2C and G2B interactions
Simplify relations with citizens and businesses via MyGuichet.lu/Guichet.lu through end-to-end digital interaction, proactive data-driven services, secure digital identity (e.g. EUDI Wallet) and an inclusive, multi-channel approach.
Internal Digitalisation (G2G)
Harmonise and standardise administrative processes, strengthen interoperability and rely on shared infrastructure and services, while developing decision-making capabilities based on the intelligent use of data.
Sovereignty and digital security
Go beyond simple national Cloud hosting (GovCloud), strengthen data, technology and infrastructure sovereignty, ensure legal and inclusive compliance, and enhance security.
Skills and talents
Promote continuous training, encourage the sharing of best practices, strengthen digital leadership and foster a culture of collaboration between administrations.
Sustainability
Pool resources, reduce technological debt and prioritise the reuse of IT equipment.
